SHAH ALAM, Nov 21 — The Auditor General’s (A-G) Report 2015 Series 2 found a number of weaknesses in Selangor’s implementation of its water source control.

The weaknesses were detected in an audit carried out between October 2015 and May 2016.

“The weaknesses include shutdown of water treatment plants because of raw water contamination by ammonia, earth works and oil spills.  “Lembaga Urus Air Selangor (LUAS) also did not conduct works to measure the water flow at the main rivers to determine availability of supply at certain times,” according to the report.

The report said efforts to increase alternative water sources was only confined to the Selangor river basin and should have been extended to the Klang and Langat river basins.

It said an inventory of the river source contamination was not provided to facilitate monitoring and prevention.

The report said there were also weaknesses in the implementation of the third Klang bridge in 2014, which was state funded at a ceiling cost of RM300 million.

An audit carried out between June and August 2016 found that the bridge was not completed according to the original plan that is, in July 2016 and an extension up to December 2016 had to be given to the main contractor.

The report said weak planning was among the causes for the delay, increasing the cost of the project which from June stood at RM236.71 million.  “The delay in completing the project and additional cost could have been avoided if cost management was done and the issue of land acquisition was resolved before the project was implemented.”

The report recommended for the Selangor Works Department to follow the Government Project Implementation Cost Management Guide issued by the Economic Planning Unit in the Prime Minister’s Department. — Bernama
