KUALA LUMPUR, May 12 — The Government Transformation Programme (GTP) achieved 104 per cent of its key performance indicators (KPIs) last year, Datuk Seri Najib Razak said today in unveiling the 2013 GTP and Economic Transformation Programme (ETP) reports.
The prime minister said that the GTP comprised seven national key results areas (NKRAs), which were reducing crime, fighting corruption, assuring quality education, raising the living standards of low-income households, improving urban public transport, improving rural development, and addressing the rising cost of living.
“Even so, I believe that much more work still needs to be done as we enter the GTP 2.0 phase with greater passion, higher commitment and stronger determination,” said Najib in a speech at Angkasapuri here.
In the first year of implementing the second phase of the GTP in 2013, the prime minister noted that RM2.91 billion in cash aid was given to 6.8 million low-income earners and singles above 21 years of age under the 1Malaysia People’s Aid (BR1M) 2.0.
On crime, the GTP report stated that “violent crime” cases dropped by 30 per cent in the first 52 days of the police’s Ops Cantas Khas operation that was launched on August 17, in response to a wave of shootings.
The term “violent crime”, however, was not defined.
“In the latest developments under this NKRA, amendments to the Prevention of Crime Act 1959 were passed to give the police wider powers in targeting organised crime and violent crime,” said Najib.
The Malaysian Bar and human rights activists, however, have criticised the amendments that were passed last year as the law now allows for detention without trial.
The GTP report also noted that Malaysia merely moved up one spot from the 54th to 53rd rank in Transparency International’s Corruption Perceptions Index last year.
“The Auditor-General’s Report will also now be tabled at every parliamentary sitting, compared to the annual tabling previously,” said Najib.
“Following from that, the Malaysian Anti-Corruption Commission has opened 17 investigation papers based on the Auditor-General’s 2012 Report that was tabled in October 2013,” he added.
According to the GTP report, 188,781 people were lifted last year from the poverty line, with 89 per cent due to increased income levels.
The report also said the KTM Komuter service improved from 30 to 45 minutes per train, to 15 minutes per train during morning peak hours.
“The government has allocated RM2.1 billion in 2014 to build 133,000 affordable houses that will be implemented by government agencies like PR1MA, the National Housing Department and the Syarikat Perumahan Negara Berhad,” said Najib.
“Although we faced challenges in constructing roads in remote areas, like in Gua Musang and Jerantut in peninsular Malaysia; Keningau and Ranau in Sabah; Baram, Belaga and Kapit in Sarawak, the year 2013 witnessed the construction of tarred roads as long as 700 kilometres,” he added.
