KUALA SELANGOR, June 6 — PAS secretary-general Datuk Mustafa Ali insisted today that the motion to sever ties with DAP was not final as it still needs the advisory Syura Council's endorsement.
According to Mustafa, the Syura Council is the party's highest decision-making body on matters involving Islamic laws, even though the muktamar has the authority to decide on party matters.
"Even if we had debated the motion, whatever the decision is, it is not final. It must be referred to the Council," Mustafa said in his winding-up speech during the 61st PAS muktamar, or annual congress here.
"Don't let every single thing be decided in muktamar. When it comes to [Islamic] laws, we must follow the Council … [Although] the muktamar, in usual situations that do not require laws, does have the highest decision.
"Even if there is an emergency motion to break up, I would say that it is not final. We come [into the pact] with laws, so we will exit [the pact] with laws too," Mustafa explained.
PAS today confirmed its decision to sever ties with DAP while still remaining in Pakatan Rakyat with PKR, after the motion proposed by the Ulama wing and the Tumpat division was approved without debate.
Earlier today, several PAS delegates tore into the party’s central working committee today for approving the motion without a debate, causing permanent chairman Hussin Ismail to overrule any discussion.
In PAS, the Syura Council is an advisory body made of the clergy class, but the muktamar has the highest decision-making authority.
