IPOH, July 6 — The Perak government will carry out a mid-term review of its Perak Sejahtera 2030 blueprint to ensure the state's long-term development agenda remains relevant and on track to achieve its 2030 goals.

Perak Menteri Besar Datuk Seri Saarani Mohamad said the review would include refining monitoring indicators, strengthening the blueprint's agenda and flagship initiatives, as well as updating the Perak Sejahtera 2030 Dashboard.

“The review will take into account the effectiveness of the current implementation, findings from stakeholder engagement sessions, recommendations from the Perak Policy Research Conference 2026, the framework of the 13th Malaysia Plan (RMK13), as well as emerging economic trends,” he said.

Saarani said this at a press conference after tabling the Fourth Year Progress Report of Perak Sejahtera 2030, themed “Delivering Results, Building Confidence”, at Hotel Casuarina @ Meru here.

Saarani said the review was intended to ensure the state's development blueprint remained dynamic and responsive to changing economic conditions and development needs.

“The theme will guide the next phase of implementation so that Perak Sejahtera 2030 does not remain merely a planning document, but continues to serve as a living framework that is implemented and brings meaningful improvements to the lives of the people,” he said.

He said the mid-term review is expected to be completed by the end of this year.

“We have to complete the mid-term review before next year as we normally hold the State Leadership Retreat annually. It has to be finalised before that,” he said.

Asked whether the blueprint would undergo major changes, Saarani said the outcome would depend on the findings of the review.

“There are some districts which have progressed much faster while others are still lagging behind. Adjustments may have to be made accordingly,” he said.

He said that, now in its fourth year of implementation, Perak Sejahtera 2030 had established a solid foundation for translating the state's economic growth into tangible benefits for the people.

“Perak's economy expanded by 5.7 per cent in 2025, outperforming the national growth rate of 5.2 per cent.

“The state also emerged as the country's sixth-largest contributor to the Gross Domestic Product (GDP), accounting for 5.3 per cent of the national economy,” he said.

Saarani added that the state's positive economic momentum was further reinforced by a sharp increase in approved investments, which rose from RM6.61 billion in 2022 to RM15.76 billion in 2025, reflecting investors' growing confidence in Perak's development direction.

“This confidence is driven by a clear development strategy through the state's five strategic growth nodes, which form the foundation for job creation, stronger industrial value chains and wider economic spillovers across districts in Perak,” he said.

However, Saarani stressed that economic growth and investment would only be meaningful if they translated into better livelihoods for the people.

“We remain focused on ensuring the benefits of development are felt through initiatives addressing the cost of living, food security, education, healthcare, housing, Technical and Vocational Education and Training (TVET), entrepreneurship and employment opportunities,” he said.

Saarani added that confidence in Perak continued to strengthen as people began to witness the outcomes of government policies, while young people gained clearer pathways to build their future.

“Investors continue to choose Perak as an investment destination, while the federal government continues to entrust the state with the implementation of strategic projects,” he said.
