KUALA LUMPUR, March 27 — PKR called today for institutional reform after Tan Sri Khalid Abu Bakar was found guilty of misfeasance in public office in the police shooting of Aminulrasyid Amzah, after the national police chief was held liable for the same in a previous custodial death.
PKR president Datuk Seri Dr Wan Azizah Wan Ismail pointed out that in the case of A. Kugan’s death behind bars in 2009, the late High Court judge V.T. Singham had recommended the formation of an Independent Police Complaints and Misconduct Commission (IPCMC).
“I urge all parties, especially Prime Minister Datuk Seri Najib Razak, to set aside differences of opinion and to immediately engage in institutional reforms to save Malaysia and our grandchildren,” Dr Wan Azizah said in a statement.
In the Shah Alam High Court’s Thursday ruling on Aminulrasyid’s family’s civil lawsuit against the police and government, Khalid, then Selangor police chief at the time of the 14-year-old’s death in 2010, was ordered to pay RM100,000 in damages for misfeasance in public office.
Misfeasance in public office is a term used when a public official makes a mistake while carrying out his duty that is technically not illegal.
