KUALA LUMPUR, July 29 – The possible causes of the Second Penang Bridge ramp collapse on June 6 is being looked into by a special committee comprising Works Ministry officials and construction industry experts, Parliament was told today.

Deputy Works Minister Datuk Rosnah Abdul Rashid Shirlin said the possible causes of the collapse could be summed up to three factors, namely design, material used and quality of work not accordance with specifications, and supervision and quality control at the project site.

“The committee’s report and recommendations will be tabled to the government in the quest to improve construction practices,” she said when replying to a question from Datuk Chiw Tiang Chai.

Rosnah said legal action for negligence could be taken on three aspects, namely professional membership, contractual and regulatory.

On the professional membership aspect, she said those responsible could be prosecuted under the Engineers Act 1967, the Architects Act 1967 and the Quantity Surveyors Act 1967.

On the contractual aspect, she said the Town Planning Act 1976, the Street, Drainage and Building Act 1974, the Uniform Building By-Laws Act 1984 and the Construction Industry Development Board (CIDB) 1994 could be applied.

On the regulatory aspect, she said action could be taken by agencies such as the Construction Industry Malaysia Development Board (CIDB) and the Department of Occupational Safety and Health Malaysia (DOSH). – Bernama
