MARAN, July 7 — The government plans to amend the Land (Group Settlement Areas) Act 1960 (Act 530) to allow more than one house to be built on a single residential lot owned by Federal Land Development Authority (Felda) settlers, Prime Minister Datuk Seri Anwar Ibrahim said.
He said he had instructed Felda to prepare draft amendments to the Act within two months for submission to the Cabinet before they are tabled in Parliament later this year.
“At present, about 8,000 houses have already been built on individual lots and have been occupied since Dec 31, 2025. While the legal amendments are being finalised, we will grant immediate approval for water and electricity connections to these homes,” he said at the Felda Settlers’ Day and Felda’s 70th Anniversary celebrations at Tun Abdul Razak Stadium in Bandar Pusat Jengka today.
The prime minister, who is also finance minister, said responsibility for water supply would be handed to the respective state governments, while Tenaga Nasional Berhad (TNB) had been instructed to expedite electricity connections to all 8,000 houses.
Meanwhile, Anwar said the Felda New Generation Housing Project (PGBF), introduced in 2013, covers 43 sites involving a total of 8,224 housing units across seven states, namely Pahang, Johor, Negeri Sembilan, Kedah, Terengganu, Kelantan and Perak.
The prime minister said that of the total, 12 project sites involving 2,458 housing units, or 29.8 per cent, have been completed and issued with Certificates of Completion and Compliance (CCC).
Another 13 sites, comprising 2,546 units or 30.9 per cent, are currently under construction, with 12 of them scheduled for phased completion.
Anwar said for this year, PGBF would be implemented in Besout, Perak, involving 102 units, followed by Sungai Koyan, Pahang (68 units), and Pasoh, Negeri Sembilan (540 units).
“Once these are completed, construction will continue at Sungai Koyan (89 units), Maokil, Johor (540 units), Bukit Jalor, Negeri Sembilan (239 units), Sungai Tekam, Pahang (100 units), and Papan Timur, Johor (539 units).
“The following year, work will continue at Kerteh 5, Terengganu (110 units), followed by Palong 8 Sites A and B in Negeri Sembilan (300 units), before moving on to Bukit Rokan Utara, Negeri Sembilan (300 units),” he said.
Anwar added that the government had also approved an additional RM150 million to complete 554 abandoned PGBF housing units at Bukit Aping Timur and Pasak in Johor, as well as Kerteh 5 in Terengganu.
Anwar also announced an additional RM20 million to complete the Felda Sentuhan Kasih (SKF) housing projects at two sites, namely in Laka Selatan, Kedah, involving 86 units, and Palong 16, Negeri Sembilan, involving 100 units, to enhance the welfare and well-being of the new generation of Felda settlers.
He said 31,954 Felda Generation Lots had also been identified for urgent action, comprising 15,438 lots in Johor, 16,000 in Pahang, 244 in Kelantan, 137 in Terengganu and 100 in Negeri Sembilan.
The Prime Minister said the government had also allocated RM450 million to finance the repair and reconstruction of staff housing in Felda areas.
Meanwhile, Anwar said the Meeting of Menteri Besar and Chief Ministers would be convened in August to discuss a special paper on amendments to land legislation and issues relating to the construction of second-generation Felda housing.
“I believe the Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi will attend together with fellow ministers to urge state governments to give their full cooperation so that these initiatives can be implemented with additional funding from the Federal Government,” he said.
Anwar also expressed his appreciation to the Pahang government for its close cooperation and continued commitment to facilitating various initiatives.
