PORT KLANG, Oct 29 — The full implementation of the Multi-Lane Free Flow (MLFF) toll collection system is expected to help address the issue of toll evasion, including by identifying motorists who commit such offences.
Minister of Works Datuk Seri Alexander Nanta Linggi said the Ministry of Works (KKR), through the Malaysian Highway Authority (LLM), continuously monitors the efficiency and effectiveness of toll systems nationwide which are developed by highway concession companies.
He noted that initiatives currently being implemented by these concession companies include toll payment technology based on Automatic Number Plate Recognition (ANPR), which is aimed, among other things, at reducing traffic congestion.
“Therefore, the implementation of the Multi-Lane Fast Flow (MLFF) system at toll plaza lanes will also assist in obtaining information regarding individuals who commit toll evasion.
“This, in turn, facilitates the tracking of such offenders and enables claims to be made against them should they evade detection,” he said at the launch ceremony for the Westports-Public Works Department (JKR) Klang Road Safety CSR Initiative at West Port, here today.
On October 23, the media reported that the concessionaire and operator of the Kuala Lumpur–Karak Expressway (KLK) and the East Coast Expressway Phase 1 (LPT1) incur losses over RM20,000 annually due to persistent toll evasion.
AFA Systems and Services Sdn Bhd general manager, Ismaliza Ibrahim was reported as saying that his organization records approximately 3,000 instances of toll evasion per year with an average of eight cases daily.
On October 13, Alexander said artificial intelligence (AI) technology would be incorporated into the MLFF system once it is fully implemented.
Under Section 8 of the Federal Roads (Private Management) Act 1984, individuals found guilty of toll evasion face a fine of no less than RM2,000 and no more than RM5,000, or imprisonment for up to one year.
Alexander acknowledged that toll evasion has been an ongoing issue though it involves a relatively small number of cases and noted that his team is currently working closely with enforcement agencies, such as the Road Transport Department (JPJ) and the Royal Malaysia Police (PDRM), to address the matter.
Regarding preparations for Northeast Monsoon season (MTL), Nanta said his ministry is in a state of full readiness, which includes enhancing the effectiveness of the Disaster Operations Room (BiGBen).
“Through this operations room, we remain prepared to conduct monitoring to identify any disasters particularly floods in affected locations,” he said.
Meanwhile, Nanta noted that the primary objective of the Corporate Social Responsibility (CSR) programme with Westports is to improve awareness and safety within the port area, which sees the daily movement of nearly 80,000 vehicles, including a large number of heavy machines.
“Measures include the installation of road studs, rumble strips, and warning signs, as well as the implementation of proper lighting, road markings, and effective speed management.
“Furthermore, we are considering a proposal to provide dedicated lanes or paths for motorcyclists, who account for the highest number of accident victims in the area,” he said. — Bernama
