KUALA LUMPUR, July 19 — Businesses in states and federal territories that have transitioned to Phase Two of the National Recovery Plan (NRP) can now open from 6am to 10pm daily.

Deputy Prime Minister Datuk Seri Ismail Sabri Yaakob said the National Security Council (NSC) is also lifting the ban on outdoor filming.

He said the relaxation of the curbs were made today following the improvement in the national vaccination rate.

Eight states are currently in Phase Two. Perlis, Perak, Kelantan, Terengganu and Pahang were the first to transition on July 5, followed by Penang (July 7), Sabah (July 10) and Sarawak today (July 14).

The government had set three key indicators for a state to fulfil before it can make the transition.

One is the Covid-19 transmission rate in the community based on the daily number of cases.

Another is the capacity of the public health system based on the bed usage at the Intensive Care Unit in the state.

Lastly, the percentage of people who have completed two doses.

After a slow start, a quarter of the population has now received at least one dose and Malaysia’s target of having 40 per cent of adults fully vaccinated by the end of August and 60 per cent by the end of September could be achieved if suppliers meet their commitments.

Ismail said last week that the entire country is expected to move into Phase Two early next month.
