KUALA LUMPUR, Nov 21 — Organisers of last Saturday’s rallies will be billed by City Hall for the mess their supporters left behind.

Federal Territories Minister Datuk Seri Tengku Adnan Tengku Mansor said City Hall was assessing the extent of the litter — and damage to public facilities, if any — by Bersih 5 and Red Shirt rally-goers.

He singled out Padang Merbok as the messiest, saying the Red Shirts would be fined for littering the public field.

"We have not come up with the total sum as we are assessing the amount spent clearing the mess in the areas the rally participants congregated,” he said yesterday.

"We will bill them, Bersih 2.0 or Red Shirts. If they create a mess, they will have to pay.”

Tengku Adnan said City Hall was also checking to see if there was any damage to public facilities.

A City Hall spokesman said they would be able to complete their assesment "within this week” and send it to Tengku Adnan.

Alam Flora workers spent hours cleaning up several locations in the city after the rallies ended, with several of them still cleaning up Padang Merbok yesterday.

Last year, City Hall sent a clean-up bill of RM65,000 to Bersih 2.0 for the 36-hour Bersih 4 rally that started on Aug 29.

The Red Shirts, who organised Himpunan Rakyat Bersatu on Sept 16 last year, were billed RM50,000.

Tengku Adnan, who is also the Umno secretary-general, said party members who joined the rallies could face disciplinary action.

He said he would review video footage and photographs to identify members, especially those with positions, who had joined the rallies.

"The names of those identified will be sent to the Umno disciplinary board for further action,” he said.

Tengku Adnan said he was disappointed former prime minister Tun Dr Mahathir Mohamad and former deputy prime minister Tan Sri Muhyiddin Yassin had joined the Bersih 5 rally and spoken to the crowd near KLCC.

"I do not understand them at all. They used to oppose such activities. Now they seem desperate,” he said.
