Some of the vendors said that they were not willing to shift unless they saw a Certificate of Fitness (CF) for the 7-storey ICC. So far, only the basement and two floors of the building have been completed while work is still ongoing on the upper floors.

In the letter from DBKL, they confirmed that phase one of ICC has been completed, with the certificate of fitness obtained.
