KAMPAR, March 3 — The Coroner's Court here today set April 1 for the decision on the inquest to ascertain the cause of death of M. Ragu who was found dead in the Kampar police station lock-up last year.
After the testimony of the last witness today, Coroner Melati Diana Abdul Wahab ordered deputy public prosecutor Loke Kok Mun and lawyer M. Kulasegaran, who both assisted in the proceedings, to present their written submissions to the court on March 17.
The court was also satisfied with the testimonies of the 10 witnesses, including the forensics expert, throughout the proceedings which commenced in February.
Earlier today, Kampar police station chief Teo Shian Wu told the court he concurred with Kulasegaran's opinion that the closed circuit television (CCTV) outside the lock-up cell would have clearly shown if Ragu had been dragged, beaten or not given food.
"Every movement is recorded. There are three CCTVs in the Kampar police station. Outside the lock-up cell, in the enquiry office and operations room," he said.
He said the investigation and verbal statements recorded showed that there were no elements of crime or assault by the police against the deceased or any other detainee in the lock-up.
Teo also said Ragu had received treatment at the Malim Nawar Hospital near here while he was in remand.
"During his remand procedure on March 5 2013 the deceased had applied to be taken to the hospital and he was escorted to the Malim Nawar Hospital for treatment. He didn't make any request after that," he said.
He added that Ragu's body was sideways on the cell bunk and the scene was recorded by the photographer before it was inspected and sent to Hospital Kampar.
"The hospital also did not discover any elements of crime and his body was sent to the Raja Permaisuri Bainun Hospital in Ipoh for a post mortem the next day," he said.
Ragu, 47, was reported to have died of pulmonary embolism at 8am on March 10, 2013 in the lock-up, two days after the Kampar Magistrates Court sentenced him to eight months’ prison and RM2,000 fine after being found guilty under Section 324 of the Penal Code. — Bernama
