PKR MP kicked out of Parliament for jumping order

KUALA LUMPUR, Sept 25 — The Speaker of the Dewan Rakyat today ejected PKR MP N. Surendran from the House over an alleged breach of parliamentary procedure.

Before the start of the question-and-answer session in Parliament this morning, Surendran rose up to raise points of order.



But Speaker Tan Sri Pandikar Amin Mulia pointed out that the House had long agreed that points of order could not be raised before question time.



When Surendran insisted on raising his point of order after repeated explanations from Pandikar, the Speaker ordered the removal of the Padang Serai MP.

As he left the hall, Surendran retorted saying that Pandikar Amin’s decision was unfair.

Pandikar Amin said it was not his intention to stop Surendran from raising his contention, but he had to wait until the meeting was over.

“I’m ready to answer his concern after the question-and-answer session. But he chose to do that. When we say the system is not good, we should improve ourselves first. If the way we correct things is incorrect, who are we then?” he said.

Pandikar Amin said Surendran seemed disrespectful of senior members of the House and reminded other members not to continue making noise and disrupting the proceedings.

When Surendran insisted on raising a petition, despite repeated explanations from Pandikar, the Speaker ordered the removal of the Padang Serai MP.

Later in the Parliament lobby, Surendran told reporters that he wanted to raise the petition by the “desperate” family of P. Karuna Nithi, a man who died in police custody earlier this year.

“The post-mortem reports said 49 injury marks, until today no action taken,” Surendran, referring to the marks caused by beatings.

Surendran defended himself as having acted within the rules, saying that he had wanted to raise the petition in the House under a rule that he said “allows members of public to bring a petition to the Dewan Rakyat so that the Dewan Rakyat listens to their complaints or grievances”.

He added that under the rule, the petition was to be raised before question time.

Pandikar did not make a ruling on the ban period imposed on Surendran.

In the absence of a ruling, the first-term MP is likely to be barred from Parliament for two days.
